Consultant – Information Technology (IT) Planning

Our client has immediate need for an Consultant – Information Technology (IT) Planning. You will need excellent organizational and analytical skills with the ability to distill information from calls and emails to action plans in large Federal projects.

Work Location: 
•    Up to 100% Remote/Telework (US East Coast business hours - EST) 
•    Potential for occasional on-site, in-person collaboration activities (e.g., quarterly).  Customer location –Alexandria, VA

Strong Preferences: 
•    Commuting: Since the customer will not reimburse travel/hotel expenses for any Quarterly, in-person collaboration meetings, it is preferable that candidates for this position live driving distance from Alexandria, VA.  
•    Federal Agency Project Experience: You have worked on an Information Technology (IT) and/or a Strategic Project Management Office (PMO) project for a US Federal agency.  

You’re a great fit if:
•    You enjoy being a team player who can collaborate with customers, stakeholders, and cross-functional technical teams.
•    You have experience with Federal agency IT planning processes to include participation in OCIO Quarterly and Annual IT Planning sessions.
•    You can create content for IT Planning Executive slide decks (quarterly and annual) through collaboration with various stakeholders and review of documentation. 
•    You have experience creating and tracking Objectives and Key Results (OKRs) and Key Performance Indicators (KPIs) for mission critical IT programs.
•    You are naturally adept with Agile collaboration tools like Broadcom’s Rally software - such that you can easily run reports, filter data, update records, and download data (csv., Excel, PDF, etc.)
•    You enjoy participating in regularly-scheduled, weekly status and touchpoint meetings with Product Owners of mission-critical IT systems and agency-wide IT Product Line Leads (e.g., IT infrastructure, cloud modernization, data analytics, Artificial Intelligence, etc.).
•    You are great at “herding cats” and willing to get information, status and reports from various product owners on a regular basis (e.g., weekly).  This includes regular follow-up and reminders.
•    You are a great logistical coordinator and are willing to send out meeting invites, take notes, create data collection templates, manage documentation on SharePoint, and set up draft presentations, etc. 

You’ll love this position if: (This is the stuff you MUST have to be a fit)
•    You have a minimum of 5 years of experience working on an IT project or supporting a Strategic Project Management Office (PMO), preferably as a Business Analyst or Consultant. 
•    You have a bachelor’s degree in a related field (business admin., engineering, communications, etc.).
•    You have strong organizational, analytical and communication skills to help you manage customer expectations, to provide status to program executives, and to communicate with diverse stakeholders.
•    You are tech savvy with Microsoft products (Word, Excel, PowerPoint, etc.) and Agile collaboration tools (e.g., Rally).
•    You have strong interpersonal skills and are able to resolve conflict with productive outcomes.
•    You have excellent written and verbal communication skills. 
•    You possess the ability to work independently with minimal oversight.

We’ll really love you if: (This is the BONUS stuff that makes you stand out)
•    You have at least 1-year of experience in a consulting/analyst/PM role on a Federal project; preferably for the US Patent and Trademark Office (USPTO) or the Department of Commerce (DoC).
•    You have experience working directly with Federal government executives (members of the Senior Executive Service (SES) such as CIOs, Assistant Commissioners (ACs), Deputy Commissioners (DC) and Agency-wide IT Product Line Leads.  These roles are equivalent to commercial, private sector C-suite executives.
•    You have experience to demonstrate your ability to serve as the primary IT communication liaison between an agency’s Product Line Lead and various OCIO representatives.  
•    You can report directly to an agency’s Product Line Lead (SES) and remain flexible in terms of your schedule – you can easily adjust your schedule to accommodate impromptu meetings and/or requests from the Product Line Lead (e.g., quickly respond to a request to set up a meeting with 4 stakeholders with only one hour’s notice).
•    You can create content for IT Planning Executive slide decks (quarterly and annual) through collaboration with various stakeholders and you have the patience to perform dozens of content reviews (to obtain buy-in and approval) that result in updates to content plus aesthetics.
•    You believe in life-long learning and are willing to read information that will help you understand strategic goals, challenges, and innovations within the overall Patent and Intellectual Property (IP) landscapes. 
•    You understand Agile methodology, processes, and practices (Scrum ceremonies, LEAN, etc.) 
•    You understand the basics of IT Product Management and can help customer stakeholders create their Product Roadmaps (plus help them transfer the roadmap information into the Rally collaboration tool).
•    You are accustomed to responding to messaging requests via MS Teams chat.  
•    You have experience creating surveys that assess stakeholder communication, overall satisfaction with a product, etc.

The Admin Stuff:  You must be a US Citizen and be able to obtain a Public Trust Clearance from the U.S. government. Public trust security clearance investigations are managed by the U.S. Office of Personnel Management (OPM).
